SENATE BILL NO. 17 An Act creating the crime of criminal                       
transmission of human immunodeficiency virus (HIV) was read the                
second time.                                                                   
                                                                               
Senator Taylor moved and asked unanimous consent that the bill be              
considered engrossed, advanced to third reading and placed on final            
passage.  Without objection, it was so ordered.                                
                                                                               
SENATE BILL NO. 17 was read the third time.                                    
                                                                               
Senator Ellis called the Senate.  The call was satisfied.                      
                                                                               
Senator Halford moved that the provisions of the zero fiscal notes             
not related to the fiscal analysis from Department of Administration,          
Department of Law be removed.  Senator Duncan objected.                        
                                                                               
The question being: Shall the provisions not related to the fiscal             
analysis of the zero fiscal notes be removed?  The roll was taken
